Overview

The Protectorate Law predates the commissioning of the SS Scavenger and was established jointly by the Alliance Council and the Prosian Council to prevent the cultural extinction and exploitation of developing or indigenous worlds.

It arose after early colonial abuses mirrored Old Earth’s assimilation programs—banning native languages and erasing traditions. The Protectorate Law guarantees every recognized world the right to self-governance, language preservation, and cultural continuity.

Although in place for decades, the law was first mentioned directly in the events of The School From Hell (Story No. 4), when Captain Elan Drex invoked it to stop traffickers exploiting orphaned children from protected tribes. The case led to renewed public attention and modern enforcement across the Protectorate.

Governing Authority

  • Co-ratified by the Alliance Council and the Prosian Council under Charter Addendum §14.2.

Governance and Defense

  • Worlds retain full control of internal education, faith, and cultural affairs.
  • The Alliance provides external defense and interstellar law enforcement.
  • Any act of forced relocation, indoctrination, or child trafficking is prosecuted as a crime of Cultural Erasure.
  • Each world operates a dual-key Transit Window system requiring authorization from both a planetary and an Alliance officer.
  • Protected worlds are surrounded by an orbital Protectorate Monitoring Network, consisting of Prosian-built and Alliance-maintained satellites that continuously monitor for external incursions, unauthorized landings, and cultural interference attempts.
  • These satellites transmit real-time alerts to the Office of Protectorate Affairs and local planetary councils, allowing immediate response from nearby Alliance patrol craft.

Cultural and Trade Protections

  • Trade quotas must prioritize local artisan and agricultural products.
  • Educational programs in native languages are funded equally with Standard instruction.
  • Artifact export is prohibited without planetary council consent.
  • Prosian cultural observers are stationed on each protectorate world to document long-term well-being.

Historical Context

The Protectorate Law was enacted decades before the events of the SS Scavenger, but first gained narrative attention in The School From Hell (Annuli 3437) when Captain Elan Drex invoked it against the Sunrise Path traffickers. Commander Sirkeh’s testimony established a precedent for treating exploited children of protected tribes as wards of the Protectorate rather than Alliance property.

The case reaffirmed the moral alliance between humans and Prosians and directly influenced later cooperative reforms—including the integration of Prosian ethics within Alliance command training.
