Councilwoman of Prose and the Fourteen-Seat Council
The Council Woman of Prose is the presiding leader of the High Council of Prose, the matriarchal governing body established at the Meeting of the Great Rivers in Annuli 0. This office represents unity, moral balance, and continuity throughout Prosian civilization.
Overview
The position was first held by Zaroneth of Landa, who guided the Seven Tribes into lasting peace with the counsel of High Priest Turel. The Council Woman’s role combines moral authority, diplomatic leadership, and stewardship of the Prosat Atan K’zuna—the Founding Charter of the Council.
Structure of the High Council
The High Council consists of fourteen seats, two representatives from each of the seven original tribes of Prose:
| Province | Region |
|---|---|
| Landa | Central |
| Larotey | Southeast |
| Benatn | Southern Plains |
| Makupuk | Southwest Coast |
| Zurekan | Western Lakes |
| Zaro | Northern Highlands |
| Lerazan | Eastern Shores |
This dual-representation system ensures balance between provinces and prevents dominance by any single region.
Duties
The Council Woman:
- Presides over all Council sessions and ceremonies.
- Upholds the *Prosat Atan K’zuna* and enforces its decrees.
- Mediates disputes among the provinces.
- Ratifies new laws and treaties alongside the fourteen members.
- Serves as moral and spiritual representative of Prose within the Alliance era.
Although she carries supreme authority, decisions are traditionally reached by majority vote among the fourteen seats.
Terms of Office
- Council Members serve eight Annuli.
- The Council Woman serves ten Annuli.
- Terms are staggered for continuity—half of the Council remains seated during each election cycle.
- Re-election is possible by Council vote; most serve one or two terms.
Selection
The Council Woman is chosen from among current or former Council members. Early tradition required the leader to be a mother, believed to embody patience and responsibility. While this criterion evolved over time, the office has remained exclusively female, honoring Prosian matriarchal values.
The selection process:
- Nomination by any Council member.
- Confirmation by majority vote.
- Ritual blessing by the Priesthood of Landa, reaffirming continuity with Zaroneth’s founding decree.
Legacy
Zaroneth’s leadership defined the moral framework of Prosian governance—fairness, unity, and the right of passage among tribes. Subsequent Council Women carried her mantle as Guardians of the Flow, those who keep the rivers of peace, knowledge, and justice moving through the generations.
Modern Era
In the Alliance era (Annuli 3400s), the Council Woman serves as both **Head of the Prosian Council** and **planetary representative** to the Alliance Assembly. Though largely ceremonial in times of peace, the position remains a symbol of Prose’s guiding principles: “Peace through purpose, balance through courage.”
